“We have been selected for a ¥10 million subsidy. That should improve both cash flow and our losses.” Three different numbers need to be checked here: the selected award amount, the cash actually received, and the profit reported in the accounts. Tax analysis adds two more distinctions: corporate taxable income and consumption tax. Before deciding how much tax to expect or how much cash is available, review the award conditions alongside the expenditure it funds.
This article concerns ordinary Japanese corporations, such as stock companies, receiving business subsidies and grants. Different provisions may apply to sole proprietors and public-interest corporations.
1. Separate selection, award approval, final determination and payment
A subsidy does not normally become fully available in cash as soon as the applicant is selected. Ineligible expenditure or actual activity below the planned level can reduce the final amount. The following is a typical sequence; procedures and the availability of advance payments vary by program. SMRJ subsidy Q&A

Cash arrives
| Stage | What management should check | What not to assume yet |
|---|---|---|
| Selection | Award application deadline, eligible expenditure and restrictions on starting early | The entire application amount is guaranteed |
| Award approval | Approved amount, project period and conditions for changes | The notice's title alone determines the income recognition date |
| Final determination | Differences from the performance report and reasons for reductions | The money will reach the bank account that day |
| Payment | Clearing the receivable, subsequent reports and repayment conditions | The payment year is necessarily the taxable year |
Suppose a company plans to pay ¥15 million for equipment first and receive a ¥5 million subsidy later. It may need more than the ¥10 million difference: the payment date requires ¥15 million. Put supplier payments, expected subsidy receipts and tax payments in separate columns, including consumption tax and ineligible expenditure. That makes funding gaps easier to see. This is a hypothetical cash-flow illustration, not a tax calculation for any particular program.
2. Neither accounting income nor taxable revenue is determined solely by the bank receipt
Subsidies received by an ordinary corporation are generally included in its corporate income tax computation. But accounting revenue and revenue included for tax purposes are different concepts. After reviewing the accounting, determine the tax year in which the amount is included and whether tax adjustments or special provisions apply. The tax basis reduction regime for government subsidies also presupposes taxation of the subsidy income. Ministry of Finance: the corporate tax base
In practice, review the award rules and notices to establish when the right to receive the money became fixed. A program whose award approval states only a conditional maximum cannot automatically be treated like one in which the amount payable is already fixed. Avoid a blanket rule of “always on award approval” or “always on final determination.” Explain to your tax adviser what the performance review actually determines under the particular program.
For example, the NTA’s fiscal 2026 subsidy program supporting the alcoholic beverage industry instructs recipients to include the final subsidy amount in taxable revenue for the business year containing the date of the final determination notice, whether payment is final or provisional. This is guidance for that specific program. Check each program’s rules before applying the same timing elsewhere. NTA: program Q&A, Question 22
Certain statutory payments reimbursing leave allowances, wages or vocational training costs have a specific treatment: an estimated amount is included in taxable revenue in the year of the underlying events, even if the amount has not yet been finalized. The word “grant” in the program name does not establish eligibility for this treatment; check the program and its requirements. NTA: Corporation Tax Basic Circular 2-1-42
Assume that ¥8 million of eligible expenditure is fully deductible and a ¥5 million subsidy is included in taxable revenue in the same year, with no other transactions or tax adjustments.
If the expenses belong to the previous year and the subsidy to the current year, however, current-year income increases when considered on its own. Whether a prior tax loss can be used depends on requirements such as blue-return filing, the carryforward period and deduction limits. Neither “a subsidy always creates extra tax” nor “a loss-making company is unaffected” is a reliable conclusion.
3. Consider tax basis reduction for subsidized equipment
Separate reimbursement of payroll or advertising costs from subsidies funding fixed assets such as machinery or buildings. Equipment expenditure is normally capitalized and depreciated rather than expensed in full when paid. Matching the subsidy income only against the current year's depreciation can therefore produce substantial first-year taxable income.
When qualifying government subsidies fund the acquisition or improvement of fixed assets consistent with the award's purpose, consider the tax basis reduction regime under Article 42 of the Corporation Tax Act. An award need not always be paid directly by the national or local government: indirect funding may qualify if it is substantively equivalent to direct funding. This does not mean every private grant qualifies. NTA: tax basis reduction for indirectly paid subsidies
This treatment defers taxation. Under the direct reduction method, the asset's tax basis falls, reducing the depreciation deductible in later years. It does not permanently exempt the subsidy from tax. MAFF: deductions for reductions in the tax basis of subsidized fixed assets
This illustration assumes that qualifying machinery is acquired using a ¥4 million subsidy in the same year, all requirements—including confirmation that repayment is unnecessary—are satisfied, and the full amount qualifies under the direct reduction method. If depreciation is spread evenly over five years, annual depreciation falls from ¥2 million to ¥1.2 million: a total difference of ¥4 million over five years. This explanatory calculation omits residual value, monthly apportionment and the actual statutory useful life; it is not a tax-return calculation.
Before closing the accounts, assemble the asset details, acquisition date, award purpose, repayment conditions, chosen accounting treatment and tax-return schedules. If asset acquisition and subsidy receipt occur in different years, or non-repayment has not yet become certain, do not simply reduce the asset by the full cash receipt.
4. Consumption tax treatment and subsidy repayment are separate questions
National and local government subsidies generally fall outside the scope of consumption tax because they are not consideration for goods or services. Extending that conclusion to say “subsidies are tax-free” for corporate income tax is incorrect. Likewise, if a payment is substantively consideration for services, calling it a subsidy does not establish that it is outside the scope of consumption tax. NTA: examples of transactions outside the scope of consumption tax
Separately, some programs require reporting and repayment of the subsidy-related input tax credit when the recipient claims an input tax credit for consumption tax included in eligible expenditure. Filing a consumption tax return with the tax office does not complete that reporting obligation. Check the award rules for tax-exclusive applications versus tax-inclusive applications followed by adjustment, the reporting deadline, and whether a report is required even for a zero amount. Shizuoka Labour Bureau: an example of subsidy-related input tax credit reporting
Consumption-tax-exempt businesses and businesses using simplified taxation must also check how their particular program treats eligible expenditure. It is not sound to assume that exemption always produces a subsidy advantage, or that all taxable businesses must repay the same amount. Check the program guidance on how deductions of input tax credits at the application stage relate to subsequent reporting and repayment.
5. Start gathering year-end documents after selection
Give your tax adviser more than the selection notice. Assemble the application guidelines, award rules, approval notice, approved changes, performance report and final amount notice. Add invoices and payment records, asset acquisition and in-service dates, and the expected receipt schedule. With those documents, income recognition, eligibility for tax basis reduction, consumption tax reporting and cash shortages can all be assessed on a consistent factual basis.
The aim is to make the necessary investment while preserving enough cash for tax and any repayment obligations, rather than merely presenting a small tax figure. For advice based on the conditions of a particular award, please see our Japanese domestic tax consultation service.
Can I multiply the selected award amount by a tax rate to budget for tax?
Even as a rough estimate, that needs care. Taxable income changes with the final amount, the timing of deductible expenditure, tax basis reduction and available losses. Keep expected subsidy receipts and estimated corporate taxes separate in the cash-flow forecast.
If the cash arrives next year, can we ignore it in this year's accounts?
Not necessarily. A right fixed in the current year may require a receivable, and certain expense-reimbursement grants may need an estimated accrual. Review notices received by year-end and the periods covered by the expenditure.
Does tax basis reduction remove reporting obligations after payment?
No. Corporate tax treatment and subsequent subsidy administration are separate. Consumption tax reports, asset management and project results reports remain subject to the rules of each program.
