Depreciation of Large-Scale Solar Facilities: The Era of Full Expensing and Tax Issues to Check Now

Depreciation attracts attention alongside electricity sales in solar investment. Tax incentives once allowed equipment costs to be expensed in full in the first year. However, historical explanations cannot simply guide current investments. Review business profitability, asset classification, available tax provisions, and net proceeds through exit, in that order.

This article provides general information based on public materials available on September 13, 2026. The label “utility-scale solar” alone does not determine tax treatment. We focus on corporate generation businesses while noting differences for individuals.

Do not confuse past immediate expensing with current rules

METI's historical materials describe a Green Investment Tax Incentive allowing immediate first-year depreciation for specified solar equipment. The stated immediate-expensing period ran through the end of fiscal 2014, or March 2015. This describes the former scheme and does not support fully expensing electricity-sale equipment acquired today. When reading old examples, check acquisition timing together with the conditions then applicable. METI: Historical Explanation of the Green Investment Tax Incentive

The current SME Management Enhancement Tax Incentive permits immediate expensing and other benefits for certain equipment, subject to designated-business requirements. Electricity supply is not a designated business, so equipment selling all generated electricity cannot be assumed eligible. Equipment supplying a company's own factory or business requires separate analysis of use and plan details. Both “all solar qualifies” and “no solar qualifies” are oversimplifications. NTA: Designated Businesses and Eligible Assets under the SME Management Enhancement Tax Incentive

Accelerated depreciation primarily defers taxation

Depreciation allocates equipment acquisition cost over its useful life. Faster depreciation reduces early taxable income but leaves less depreciation for later years. It does not increase total acquisition cost. With unchanged tax rates and future profits, its main effect is postponing tax payments. Distinguish this from a tax credit that directly reduces tax. NTA: Overview of Depreciation

Equipment must also be paid for in cash or financed with debt. Depreciation can be an expense in a year without cash outflow, while loan principal repayment is generally nondeductible. Without separately modeling accounting profit, taxable income, and cash, low tax can coexist with insufficient cash.

Do not assign one useful life to the entire power plant

For solar equipment used to sell electricity, 17 years as machinery and equipment for the electricity industry is the basic starting point. However, land is not depreciated, and fences, paving, and similar assets require separate classification. Ministry of the Environment reference materials likewise distinguish panels and other equipment from structures. Ministry of the Environment: Useful Lives of Equipment and Construction in Solar Power Businesses

For equipment supplying a company's own factory, the useful life applicable to that factory's industry may be relevant. The NTA provides a separate example involving generation equipment for automobile manufacturing. Do not assume 17 years from the equipment name alone; check actual use and integration with other assets. NTA: Useful Lives of Wind and Solar Power Systems

Used equipment may permit estimated remaining useful life or, in certain circumstances, the simplified method. Major renovations may prevent use of the simplified method. The remaining electricity-sale contract period does not automatically become the tax useful life. NTA: Useful Lives of Used Assets

Payment before year-end alone does not start depreciation

Depreciation normally begins when equipment starts being used for its intended purpose. Signing a contract or transferring funds is insufficient. Reconcile records of construction completion, testing, grid connection, and commencement of electricity sales to establish the placed-in-service date. NTA: Date an Asset Is Placed in Service

For individuals, whether electricity-sale revenue is business or miscellaneous income depends on scale and actual circumstances. Selling all generation does not automatically make it business income. If offsetting losses against salary is contemplated, first verify the income classification supporting that treatment. NTA: Income Classification of Solar Electricity Sales

Model consumption tax refunds and net proceeds after sale

Consumption tax on equipment purchases is not automatically refunded. Check taxable business status, use of the general taxation method, the connection to taxable sales, and invoice retention. NTA: Record Retention Requirements for Input Tax Credits Acquiring specified high-value assets during a general-taxation period can restrict later tax exemption or simplified taxation. Do not assess returns solely from the purchase-year refund. NTA: Special Rules for Specified High-Value Assets

At exit, the more depreciation has reduced book value, the larger a corporation's gain at the same sale price. Consumption tax on equipment sales, outstanding debt, brokerage, and removal costs also affect net proceeds. Individuals must classify capital gains and other income asset by asset. NTA: Assets Subject to Capital Gains Taxation

Before investing, deduct maintenance, insurance, land rent, property tax, and replacement costs from electricity revenue and assess whether cash remains through sale or removal. Then incorporate depreciation's effect on tax timing. This sequence supports investment decisions independent of tax-saving sales pitches.
